Pan Xinwei is a pioneer in Sino-German education collaboration. He has nearly thirty years of leadership in international academic exchange and transnational education strategy. Since 1996, he has held senior roles in China's top education institutions and global partnerships.

Pans career includes:
- Director, Xiangshan Training Base, Beijing Foreign Studies University
- Editor-in-Chief, French Digest, China Chengtong Group
- Director, Study Abroad Center, Beijing International Studies University
- Head, Deutsche-Chinesische Bauhaus (Beijing) Education Technology Co., Ltd.

As Director of the AEL China Office, he has led the development of several landmark cooperation projects, including:

- Exchange agreements between Harbin No. 1 High School and TUDIAS College of Dresden University of Technology
- 3+2 Bachelor's to Masters program between Hangzhou Dianzi University and Dresden University of Technology
- Establishing DSD language diploma classes across leading Chinese high schools

Pan continues to lead AELs efforts in strengthening Sino-European academic articulation and bilingual program development.
