A highly respected education strategist, his career has spanned pivotal roles in government, higher education, and private enterprise, with a consistent focus on advancing Sino-foreign academic collaboration.

He began his professional journey at the Tianjin Office of the China Scholarship Council (CSC), a key government body under China's Ministry of Education tasked with developing elite global education pathways for Chinese students. His leadership extended to Nankai University, one of China's leading research institutions, where he served within the School of Economics. There, he played a central role in managing joint master's degree programs with globally ranked institutions such as:

- The Crawford School of Public Policy at the Australian National University
